Strange Graphics problem.
Either your drivers need updating or you have a heat issue. Those would be my top two guesses.

That looks like a missing or miss named texture file bug. I would try uninstalling and reinstalling.
I think a heat issue would be more systemic and not limited just to textures. You would be seeing huge slowdowns.
Before doing an uninstall and reinstall, try clicking the Verify All Files button on the first Updater screen.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Looks like a driver issue. Also the problem you would be seeing with overheating would more likely be the infinite planes issue where certain pieces of geometry like sections of wall or sidewalk or even costumes extend all the way to the edge of the screen in an expanding or contracting plane.
Post the results of the CoHHelper program here and we'll be able to see what video card you have and what drivers.

That looks exactly what I had when my card was overheating, prior to 'nukular' meltdown. Random textures would go all psychedelic and crazy, but it wouldn't necessarily be the whole screen or every texture, and otherwise the game looked and functioned normally.

Ok Wolf. The problem is that your drivers are 5 years old. The problem is also that you only have an intel video solution rather than an actual video card but the reason for the graphics crazy quilt is the old drivers.

If that is the case you have 2 options:
1) Find a driver that may be compatible, but not necessarily created by the manufacturer. (I have heard of this being done, but have never had any first hand experience with it).
2) Purchase a new video card for your current machine. Given the age of your machine you may be able to find some cheap cards that perform reasonably well, and substantially better than built in graphics.

well it is not a overheating issues cos i have the same problem and my graphic card has water cooling but i have been told it is a OpenGL problem with ATI cards

What drivers are you using for your ATI Card? Which ATI card do you have? What Operating System are you running (Including Service Packs and whether it is a 32-bit version or a 64-bit version)? Those would be more telling of where the problem actually lies.

i was told to use the 10.2 drivers by a ncsoft tech
For the last month I have been getting really weird graphical problems like these
I have no clue whats going on. I hit Verify All Files before every play session. Shouldnt that catch things like this?
Any and all help would be appreciated.
