I would like some help on a claws/sr build that is soft capped and does some significant DPS.

What's your budget? SR is easy to softcap, but the high-DPS attack chains in Claws depends on global recharge, which is expensive.

I wouldn't use this build. It's old, it's based on a template that gives is significantly more recharge than it needs for its chain, it might have survivability issues, and it definitely has endurance issues. But I do calculate 226 DPS for it using the Follow Up -> Eviscerate -> Focus chain. Might be a possible starting point for putting something together. Just keep the recharge for Eviscerate at 2.37 seconds or less, trade the remaining recharge for endurance and survivability, and it should be golden. Might take a while to buy the PvP proc, though.

Probably someone will toss out a better and more complete build, but hey...

Edit: And since it's probably going to come up, what is probably commonly considered the top DPS chain is Follow Up -> Focus -> Slash. And yeah, at 314% recharge, it would be. But without team buffs, you're going to have a tick of delay. At that point, and assuming you can get the PvP proc for Eviscerate, it's doing only comparable damage to the Follow Up -> Eviscerate -> Focus chain. Plus it takes over 20% more recharge to be there, which takes more build compromises. Plus it doesn't have AoE.

My budget isn't that great right now, I can get him regular IO'd out at level 22, but who know I may have amassed heavy coin by the time he gets to 50. lets say around 2 billion for now it may go up depending on how successful my farm runs are. I know SR is easily softcapped I would assume you would just want more recharge to get your attacks up quicker and some good recovery and self aid is a must.

You want recharge to bring Follow Up up faster. It's the slowest-recharging power you've got, so having enough recharge for it means you've also got enough recharge for everything else. It gives a 37.5% damage boost every time it hits, so your DPS depends on whether you've got it single-stacked, double-stacked, or triple-stacked.

That would make sense, but what about endu issues and for the recharge do I want it to be up as soon as duration wears off?

Follow Up stacks with itself. You want it to be up as fast as possible, and you want to use it whenever it's up. If you've got it triple-stacked, you're looking at a 112% damage boost.
