You have it right. It is a low damage, super lock down combination, even more so if you go with Power mastery as your EPP.
You can get good single target damage with Stoney, and by taking the single target immobilize and slotting for damage and slotting the single target hold for damage.
Proccing out the AoE immob is also a help.

Earth/Trick Arrow is the best ranged AoE controller. Period. But it does low damage. Better plan to team your way up.

I'm toying with this combo. It seams like it would be a low damage super lockdown type of thing. And I'd like to see Volcanic Gasses and oils slick together.
Has anyone played one, wanna give me some perspective on it?
