When Going Rogue goes live, they are merging the markets, at which point Infamy, Influence, and Information will all be the same thing and tradable across sides.
As of now the release date is August 17th, so if you can wait a few weeks you'll be able to transfer your influence to infamy by sending yourself a global email with the inf attached to it.
Pretty easy to do. Just start a new email, and in the "To" field, type your own global name. Then type in the inf amount where it indicates, and type something in the subject and text boxes and click Send.

Probably not, since it is entirely possible for someone on the NA servers to have the same global as someone on the EU servers.

I've emailed inf to people on European servers.
You can always email 9999 inf as a test.
