Transfer the animation time of Teleport to post-teleport hover

You have 4 seconds of Hover time after a teleport, with an animation time of two seconds. This means you have at least four seconds to react. In reality, it's four seconds plus falling time. If you do this, you slash your reaction time by half, because you can't actually activate the power until the two seconds have finished, and with a two-second animation in general, this means that you're basically guaranteed to start falling before you use Teleport anyway.

Sorry, Sam, that's flat out wrong, unless you're a TP'ing Stone tank that left Rooted on. (I have Teleport on many characters. I have yet to have a "guaranteed fall.")
Besides, the *instant* I arrive, I can activate my next teleport hop. Yes, it animates. No, I don't fall.
... and quite obviously, I disagree with the OP's characterization of the travel power.
From time to time I hear complaints about the usefulness of Teleport as a travel power, mostly due to its inherent susceptibility to dropping to one's doom due to lag and long animation time that makes it tedious to use over long distances.
So, here's a quick suggestion - teleport the player the moment the reticle is clicked, and extend the hovering duration after the teleport to match the total animation+hover time.
If the actual animation time could be reduced or otherwise changed to allow for more rapid teleporting, so much the better. For balance's sake, the endurance per jump cost remains the same, so bottoming out the blue bar remains a possibility, even moreso if the power is used more frequently compared to recovery rate.
