Not sure if there are really any fun sets, rather try to come up with a fun concept, like right now I am playing a Demon, who is shields/Fire, equip with the fire shield
All 27 of my Tankers are Fun! (For some value of fun.)

Are you going to ask this same question in every AT forum?

Thank you everyone at Paragon and on Virtue. When the lights go out in November, you'll find me on Razor Bunny.
Twelve posts and about half are the same question.

"Well, only if you line them up that way," the Sultan concedes.
To the OP: Fire/Dark has been entertaining to me from the earliest levels.

Ice/Fire should be fun off the bat.
He will honor his words; he will definitely carry out his actions. What he promises he will fulfill. He does not care about his bodily self, putting his life and death aside to come forward for another's troubled besiegement. He does not boast about his ability, or shamelessly extol his own virtues. - Sima Qian.

I think I have the right minding to play a tanker but unless your group can buff you enough to survive, there is no way a tanker can survive the aggro generated until mid-20 and that's frustrating for me because I don't like playing the first 25 levels, it's just not fun especialy since I've played it so often. I also hate feeling useless in a group.
Solo, it is much too zen for me compared to the killing speed of a scrapper.
While it's true that, at lower levels, a Tanker cannot get away with the same playstyle as he can after level 22, but there's no reason why he should have to. Even buffed to level 50, a level 5 Tanker doesn't have the powers needed to survive an ITF - even if he could get into one.
Slow down, and eat you aggro at a reasonable pace. Eventually you will develop the stomach you need to eat massive aggro, but you have to work your way up to it! If you try to take on the aggro cap of enemies before then, you'll just get sick and faceplant. Believe me, the folks at the hospital don't enjoy pumping your stomach out any more than you do!

The sets I'd recommend for a pure level 1-50 experience are Willpower, Fire, and maybe Invulnerability and Electric.
The slow teen levels grinding to Stamina aren't as big of a problem on a Willpower tanker, because you get something better than Stamina at level 12. My recommendation is to skip most of the toggles and aim for a normal build with Stamina at 20 anyways. The toggles simply don't add a whole lot to your survivability before you can put SOs in them. And that gets you to 22.
Fire is similar. Every single power in your primary that actually helps keep you alive is available by level 12. I have a Fire/DB tanker that's been specifically built to play well exemped to 25 or 30. Most of her IO set bonuses are available at 25, and all of them are there at 35.
