without trying to sound snarky, there is a word up on top of the forums in between new posts and quick links. try it out and see what it brings up. 
Sorry, more WoW refugee habits. On the WoW forums, any attempt to find old threads is regarded as "necroing" old threads, and the mods have allegedly asked that if you have a suggestion, you post it in a new thread without regard to whether other similar suggestions have been posted.
well, the idea of searching first is so you can read the replies and get a general idea of what is and isn't. do not respond in the old threads, just post a link to it in a new thread and say what you need to.
But since this thread is here - customizing the power pools is on the list of things to do - but it isn't very close to the top of the list.
Check for posts from Back Alley Brawler on the topic of customizing pool powers, either here or in the Dev Digest. They aren't all that recent, since we got the ability to customize Pri/Sec powers some time ago (sheesh, time flies), but that's the definitive answer since he is the animations guy.

I would like to be able to, say, pick from a handful of flying-trails (feet only, feet and hands, diffuse cloud, etc.) for hover/fly, or change their color, or... well, hang on, it looks like there's a lot of powers that aren't in primary/secondary power sets, but have some kind of animation or display, and wouldn't it be cool if you could tweak them so they match your character?
