Stealth IO bugged?
Maybe the proc is suppressing the Stealth IO when it goes off?

As for the some of the time situation, it may simply be variations in your exact distance to the target.

I was playing my Mind/Rad solo lately and noticed strange thing that, on occasion, the boss I was trying to confuse would aggro on me.
I'm running with SuperSpeed and Stealth IO in Sprint. These toggles are always on. So, my stealth radius is 65 feet (35 from SS and 30 from Stealth IO). I also monitor PvE stealth radius in combat monitor.
It looks like Stealth IO is getting suppressed sometimes while I'm using confuse. In such instances PvE stealth radius in combat monitor is dropping to 35 feet from 65 feet, I'm getting into perception radius of the boss I'm trying to confuse and he aggroes on me.
Confuse is 5 slotted with Coercive Persuasion (everything except single aspect confuse), no damage procs there.
It happened with different bosses (Freaks, Sky Raiders, Council, Vanguard, etc.) and at different levels (15-50). These bosses weren't part of any ambush, just regular spawns.
It didn't happen often, maybe 1-5% of the times, but it was enough to catch my attention.
