One of the problems cited by many players coming from other MMO's in relation to City of Heroes is that the default Tabbing system is a bit obtuse. A player hits tab and they are now pointing at some other enemy that's halfway across a room, or down the street, rather than the next enemy that might have made "sense" to target.
Using the Macro and Slash command system it is possible to come up with several targeting tricks, but this system is largely archaic or obtuse, take your pick.
