Missing an Acomplishment badge...

Looking over my badges on my brute, I realized that I missed a contact that gave a mission I need for an Accolade (Bad Luck from Hard Luck.)

So, I think to myself. No problem, I'll just pop over to Ouroboros, and run that mission quick...

Only it isn't there. I can run his story arc, but not that mission.

I thought all these Accomplishment badges could be gotten through the Flashback system... what gives? Because looking it over, there are a lot of these missions missing from the list of what I have access to...

Is there something I'm missing? Or did something change, and I've lost the chance to get High Pain Tolerance?

It should be listed in the level 30-34 range as "The Unlucky Artifact".

I don't see "The Unlucky Artifact" - do you?

Any ideas what's going on?

Even though the contact is advertised as 30-34, the badge mission is actually 30-35. Arcs/missions in Ouro appear in the category for the top of the level range, which will show up in the next tier... so it wont be unlocked until you open up the 35-39 category.
Most of the villain badge missions work that way for some reason.

Correction: It is listed in the 35-39 range, and will autoexempt you to level 35.
