Hmm... Let's start with the simpliest reason... Have you spent a few days offline in a hosp/uni (after you've logged in and got the badge) to charge it?
Exactly. After earning it you have to spend at least another 24 hrs offline for it to charge.

Nope. Any temp powers with zero charges or zero use time remaining just disappear.
