Integrated Intel GFX Memory Leak
the problem is with Intel's driver. You need to bug Intel to fix their support.

Short version: Intel support is not worth RE-BREAKING THE ENGINE.
That's the thing. I can't lower the shader settings, or anything else lower than it already is. I have everything pared back to the bare minimum to try to conserve memory, and it's not working. The game still crashes from the memory leak every 20-25 minutes.
And all my bothering Intel doesn't seem to help anything. So, I'm forced to stop spending money on something I can't use effectively.
Also, I do appreciate the reply, even though I'm being a bit snippy about the issue.
I'm having the same problem on my laptop. I recently upgraded to Windows 7, and I can't get the game to run even on the lowest settings. When moving around in-game, the screen will constantly switch colors, tinting green, red, blue, and sometimes black overlays. After only a couple minutes, the game will freeze up, then cause my display driver to crash, followed shortly by a BSOD. I went to Intel's site to upgrade my display driver for my 965GM (which was newer than the driver on Fujitsu's website). I don't know if I should stick with the manufacturer's drivers and roll back or if there's a different underlying problem.
I was able to run this game alright pre-i17 on Windows XP on my laptop, but I feel like there's an issue with my drivers. When the game BSODs there is a specific DLL that is mentioned in the crash report, but I didn't write it down. I read that using "-useTexEnvCombine" in the CoH shortcut can help people with integrated Intel chipsets, but I haven't tested it yet. I've even thought about using 3DAnalyze to force the game to run with even lower settings if necessary. Any ideas/input is appreciated, and I've included my CoH helper log.

As Je Saist said it's the intel drivers. The intel chips never should have worked properly with CoX from the beginning. When ultra mode came out and the graphics engine was being rewritten it was found to be a kludged up, broken and patched mess. Somehow this spaghetti coded disaster allowed the intel chips to work.
This was according to a dev but I can't seem to find the post.
Edit: Even with further search I still can't find it so it's possible the thread was deleted or it was actually in an article elsewhere. Or I was imagining it.

I have a Latitude D630(4GB of Ram win7 x64) with the Intel 965 video driver, I have been having this issue with the memory leak for about 2 weeks, 20 minutes to an hour was all I got before the app crashed or blue screened. My Ram usage was well over 3 GB for the cityofheroes.exe process. I have tested out a few of the other suggestions but adding
-useTexEnvCombine
to the end of the COHupdater shortcut has given me an hour of Play the cityofheroes.exe is still only at 1.2gb, not a fix but workable.
The other suggestions produced minimal results.

...You know, if someone had asked whether or not I'd ever have to do one of these, I would have laughed. I never thought I'd be in a position where I'd have to deactivate my account, unless I was too broke to pay for it. Unfortunately, this memory leak issue is proving to be my waterloo.
My wife and I are avid "City of" players, landing just between "casual" and "hardcore". She plays on her Dell Inspiron 1525, with its integrated Intel graphics card, and up until fairly recently (i.e. the release of Ultra Mode), we were regular players.
With the release of Ultra Mode, playing for any length of time isn't working anymore, since the memory leak is crashing the game every 20 minutes.
You (the dev team) know it's there. Players have told you, and it's been there since the day i17 dropped.
I kept the accounts active as a show of good faith, hoping that the issue could be fixed in short order. It appears that I was mistaken.
And so, with all the melodrama inherent to one of these posts, it's time for me to shut down the accounts until it gets fixed.
I love City of Heroes. I've been playing as much as I could afford to since just before Issue 5, and I want to continue here, but I can't do that if I can't play the game for more than 20 minutes at a time. If this issue gets fixed (and I intend to keep an eye on it), then I will come back gladly, but until it does, I'm left without any other option.
To any devs that might read this: I'm sorry to have to do one of these, and if I can help you narrow down the problem in any way, please let me know. Aside from having my email address on file, I intend to lurk the forums hoping to hear a solution.
To everyone else, I'm sorry you had to read yet another "FIX IT OR I QUIT" post. I hate them as much as you do.
