Stuck at blue 'loading' bar, no solutions working T_T

I have an ASUS g50v notebook, running windows 7 home premium 64-bit, and no matter what I try it always sticks at the blue 'loading' bar. The game loads perfectly in Safe Mode, however. To my knowledge, I don't have any 'skinning' programs installed, and the roommate I share the computer in question with tells me she hasn't installed any. I've got the latest nVidia drivers, the latest motherboard drivers from ASUS, the latest audio drivers, and I just re-flashed my BIOS. UAC is completely disabled, and Windows Firewall has been both disabled and enabled, with exceptions made for both cityofheroes.exe and cohlauncher.exe. I'm running out of ideas...halp!

EDIT: The display settings are wonky because I was playing with them. I'm not sure why the character texture level is Very High, I changed that in Safe Mode...

The good news is I'm able to duplicate this type problem...

the bad news is, I'm only able to duplicate it under Linux.

There seems to be a memory leak or some-other problem and in some configurations the game hangs up on Loading Message Stores... Done

Unfortunately I don't have a further answer for you at this time on how to directly address this problem.

My immediate suggestion would be to drop back a couple Nvidia driver versions.

Tried that, actually when I first had the problem I was using drivers from late 2009, and tried updating them to fix the problem... :<

Have tried it with different displays, have tried rolling back drivers, have tried reinstalling CoH, have tried copying a config file from my other Win7-64 PC, where CoH runs without a hitch...I'm all out. Best I can figure it's something to do with Win64 and some obscure hardware config problem. It runs fine in safe mode, but...nyeh, that's for sidekicks.
