In the past, it's been the color in question needs to be the majority color on the costume. For example, you couldn't have Orange gloves and black/white/gray everything else.

My question is what constitutes orange? I have a suit where the primary color, to me, is 4 down 7, across. I consider that orange, maybe orange-yellow.

Shades of orange should be acceptable.
The Legion has a couple of artists on staff that will make an ultimate determination when Orange becomes Red I presume.
