Freedom and Virtue have the highest population. That does not necessarily make them "the best servers".
The order of the servers on the server page indicates server load (usually directly proportional to population, but not always). Order is:
-- last server you visited (omitted if you are loading up for the first time ever!) --
-- lowest load server --

Now, Freedom server used to be the most popular server... right up until the free mergers offered at the beginning of this year. Well, technically, players didn't actually transfer off Freedom until after the PvPer's made a concerted effort to gather on Freedom. Draw your own conclusions from that.
Anyways, as of right now, Virtue holds the highest number of players on a consistent basis. Does that make it the best server? Well, no.
Like 37 states, there are other factors to consider when looking at a server. Many servers, such as Victory and Triumph, tend to have lots of players, but they are separated into cliques... and if you don't know somebody in the clique... well... you might not ever think anything is going on.
Thank you for the input. I agree that the largest population doesn't always mean the best server, however sometimes the low population servers can make it feel like your alone. I enjoy SG play and teaming with other players and that's not always possible on some servers. I guess it depends on what you are looking for. If you want solo play with occasional group play low pop servers are better. If you want lots of player interaction (both good and bad) then high pop is better.
