Also, what type of internet connection do you have? DSL, Cable, Satellite, Dial-up, a Wireless ISP, something different?

A few questions first.
Are you launching CoH through Steam? Or is Steam just running in the background? If you are launching through the CoH Updater itself, try turning off Steam first to see if that helps.
Also, I see the EVGA Precision utility running. Are you overclocking your video card with this utility? I remember hearing something about one of the video card utilities causing problems but can't recall which it was. If you are overclocking the video card, that could be causing some of the issues. If you aren't overclocking the video card, the utility could be causing problems. My recommendation would be to run the card at stock speeds and turn off the EVGA Precision Utility to see if that helps. Hopefully, someone will come by that remembers what video card utility was causing problems and what the solution was if it was this one.
The only other thing I'd recommend is shutting down a lot of the programs that run at Startup that don't need to be running. Things like the QuickTime task, the Java Update Scheduler, the Adobe Reader Speed Launcher, the HP Software Update Scheduler, the RealPlayer Update scheduler, the EA Games Desktop Client (Core.exe), and the Logitech Vid program at least. I'd also look at setting the Dragon Age Updater service to Manual instead of Automatic. It's possible that when it's checking for updates it is causing problems in CoH.
As for AoC and STO both running fine, those are both DirectX games, not OpenGL as CoH is. Completely different graphics calls, so not really a true comparison. Also, CoH is one of the most system intensive games around. One of the old regulars around here used to use CoH as a stress test on computers he worked on. If they ran CoH stable for several hours, he considered them to be working well. If they had problems, he started checking hardware, software, etc.

when you say the card shut down, are you brought back tot he desktop with sometimes a "Driver stopped responding" error message at the bottom right?
If so, i've been having the same problem for almost 2 years on vista and Windows. If so you could always try the "solution" in the stickied thread. It never worked for me, but some people reported that those solution did fix their issue so hopefully you'll have better luck than I did.
Texas, thank you for explaining why I'm only having problems with City of Heroes and not Age of Conan and Star Trek Online. The Steam application is running in the background so I will turn that off. I am not overclocking my card with the EVGA Precision, only increasing the fan rate on the card. I will go ahead and turn off the programs in Startup that you suggested to see if that fixes the problem.
ElectroHawk, when my card shuts down my monitor screen goes black and I get the message "No signal input. Check video cable".
One of the reported problems was that when the EVGA Precision tool polls the fan speed that it causes some cards to stutter. That could be what is happening here. Try shutting down that program entirely to see if that will fix it.
EDIT: One other thing. Are you running multiple monitors on this or just a single monitor?

Texas Justice, I went ahead and completely uninstalled the Precision application but I still have the same problem. As a matter of fact as soon as I log into the game the monitor goes black and I get the "No signal input. Check video cable" message. Regarding the monitor I'm running the game on only one.
Is it possible that there could be an issue with my card that only occurs with OpenGL applications? I ask this because I was thinking of eventually upgrading my card and was wondering that a better card might solve the problem.

Just a quick note saying 'thanks!' for your help and advice. Turns out the culprit was indeed the video card. I upgraded it today to a GTX 260 and it looks like it fixed the problem. I'm hoping someone out there can help me with a tech issue that frankly has me baffled. I have a NVidia GeForce 9600GT from EVGA and for some reason the card randomly shuts off whenever I play (and only play) City of Heroes. I have played both Age of Conan and Star Trek Online for hours and have never had any issues with the card shutting off.
I submitted an issue report about this to NCSoft's Tech Support and after updating the drivers, cleaning the card, upgrading the CPU fan and even moving the graphics sliders down to 'minimum' I am still experiencing the same trouble, sometimes mere seconds after logging into the game.
