There are plenty of guides to Elec armor, basically you can go with S/L def, melee def or excessive recharge/regen/+HP, all will help you in different ways, plus most people will recommend the fitness pool.
Use another elec armor guide, and adapt it for the fact that EM has more single target attacks than most other sets.

Try making a build using Mids herobuilder. I think that I can safely say that we are, most of us, are pretty much more keen to see you as a herobuilder with ideas than just someone looking for advice. I don't have an Elec/Energy Tanker, I have an Elec/Elec but if we all wanted we could turn the game into inputs and outputs and so be a little bit helpful none the less.
