Off hand without delving into looking at sets, I'd say drop Siren's, Drop CJ for Recall Friend, pick up Fallout, and move Mutation up. If someone goes down, Vengeance > Fallout > Mutation should be all you need to finish that spawn and help your team. I'd also say ditch Tactics, Radiation Infection should take care of all of your needs to hit things, except for super high defense mobs. But in those instances, Tactics doesn't help much either. Use the pick for Temporary Invulnerability so you're less likely to go down if you manage to get hit. I'd also move a slot from Assault to Power Build Up for another recharge reduction. If you want PBU, you want it up as much as possible.
Again, wasn't looking at set bonuses and the like. No Mid's for Mac.
Just a reminder, have your cake and eat it, too. You can have a solo build at level 10 to go along with your team build. For myself, I built a regular team build and a PuG team build.

I would agree with dropping CJ for Recall Friend, I get good use out of that + Vengeance + Mutation. I don't know about Fallout, often when someone drops on the teams I'm on, its because they are separated from the group and the spawn we are fighting, maybe if I was fast enough on the Recall Friend I could make some use out of it, but I've never taken it to try.
I do like having a sleep on a rad defender, as you can sleep all but the bosses in a spawn then get all the debuffs going before you wake them up. Very handy solo, still of use on some teams if for some reason you don't have a good alpha soaker along, or if ambush spawns are coming along and the tank is tied up already, and ambushes are happening more and more in end game content (STF, ITF, new Positron). Between Mass Hypnosis and EMP, my rad/rad defender is a better controller then my grav controller, sadly.
When you have reached 50, consider respecing to take Mutation and all your team support powers early, shifting an attack or two to later, you don't tend to need much damage at low levels if you are exemping down because its probably for a TF and you will have teammates to handle damage, but they may not be able to handle a rez. On the other hand, with the new day job accolades, you may be able to handle rezzing at low levels by picking that up.
i would suggest putting the apocalypse set in shriek and trading out the dmg enh for the chance for dmg proc. it hits often and when it does it doubles the amount of damage the power does. and since that blast power will be used the most it gives you more chances for it to hit. i have it and love it.
as others will tell you shout is a skippable power especially on a high recharge build. but if there's nothing else you have your eye on then i guess that doesnt matter. (maybe temp invuln??)
judging by all the purples im guessing money isnt a big concern. if so then i would suggest slotting a couple hami enh in rad infection. it will enh the to hit AND def debuff as well as end reduction. i have 2 of those and the achilles proc in mine and find it quite handy. that would free up a couple slots for use elsewhere.
i also have the chance for dmg proc in howl in lieu of the dmg/range enh. when using it on large mobs you should actually get more dmg out of the power that way since the dmg/range only gives about an extra 4% boost to the dmg. i also used a rech enh in my 6th slot because i want the power up as often as possible. but that's just my preference.
anyway, these are just suggestions. if u do a search i have a recent thread regarding my rad/sonic which i just respecced and love it. i run lots of tf's with it and have solo'd about 6 or 7 AV's since the respec as well.

Thanks to everyone for their input. I took a look at everyones advice and incorporated most of it. This is probably my final build. I have all the powers I want and I think they are slotted well. The main purpose of this build is teaming, but I think I can solo when I want to late game.
The big one that stands out, that I didn't use, was I put a range enhanc in howl in addition to the posi's. That gives me a 70' range instead of 50'. That effectively gives me double the target area so I can get that 20% resist debuff on more targets for the team.
I also just cant get into fallout. Folks either get rezzed by others before I can, or they hospital or rez themselves. I have a rez and vengeance and that should be plenty team support.
I went Dark for my epic. I like the idea of Oppresive Gloom and Screech. This should get the bosses also. My heal will make back any damage I lost. Follow up with Soul Drain and I should do decent solo damage.

I do not plan to solo at all. I usually do not build for this much recharge, but it is so easy to do. I plan to run SS w/stealth so am hoping I can buff/debuff without needing much defense.
I am a little concerned with my power order after lvl 30. I am not sure what is going to help the team more. I am also considering droping CJ for Recall Friend. I really want to be as team oriented as possible.
Any thoughts or suggestions are welcome.
