Ill/Rad critique
Let me preface my suggestions with this: You can maintain perma-hasten, perma-AM, and perma-PA with slightly less recharge. I've made some alterations to your build, maintaining those things, but with slotting that you might find more practical. The data chunk will follow after my suggestions.
The Fortunata set in Blind is pretty poor idea. It is a very appealing recharge bonus, but it doesn't contribute to the primary function of the power. Slotting 4 of Basilisk's Gaze and an acc/recharge/hold nets you a good recharge bonus and enhances the power in a useful way. It's worth the small sacrifice of 2.5% recharge to have a power that functions reliably.
Superior Invisibility is very endurance intensive. Unfortunately, I didn't slot it for as much end. reduction as I would like, but the Kismet set does offer a small bonus to recharge. More importantly it offers +6% tohit. It's a very nice bonus that will allow you to keep on hitting foes even outside of Radiation Infection's radius.
Health and Stamin are overslotted. Again, they bonuses are nice but it sacrifices a good deal for them. Those slots can be used to make other powers more effective which helps you more in the long run.
In the late 30's I have rearranged some powers. EMPulse is a fantastic hold and regen debuff for av's. Even having it available for a panic button is more useful, IMO, than the defense that you begin building.
World of Confusion has a terrible radius. Even on characters that spend a great deal of time in melee, I rarely notice its effect. With that in mind I would recommend dropping it for Mind over Body slotted with the Steadfast Protection: +Def, and dedicating the extra slots to Psionic Tornado 5 slotted with Positron's Blast to regain the 6.25% recharge.
I've made these changes with a few other minor alterations. In the end, you lose about 9% recharge, but maintain the important benchmarks. Most importantly I think you will find that the powers are generally slotted for better performance.

There is one ultra dirty way I think World of Confusion might be used. I've never tried this so I'm not sure it would actually work.
WoC has a damage aura that does not notify enemies. I've never actually tried it, but if that aura tags you as having "hit" enemies its possible that you could wade into groups with it on, hit them with the damage, use your long duration non-notify Deceive power to confuse them into killing each other, and still get credit for the kill. Whether this is ever actually useful I don't know. It's one of those intriguing things that (if you do get credit for having "hit" enemies) I *know* has to be exploitable, even if I'm not clever enough to think of where and how. I agree that it's probably not worth taking but I also wonder what a determined player could pull off with that power.
This build has some significant issues in my opinion. The very first power -- slotting Blind with the purple Sleep set is wasting the benefits of the power. It needs to be slotted with Hold and/or Damage. Radiant Aura should get the Doctored Wounds set. You have a few other signficant problems (poor slotting in Ling Rad, taking Choking Cloud).
Take a look at my Illusion/Radiation Guide, linked in my signature. It is a detailed discussion about various options for an Illusion/Radiation Controller, including slotting options and strategy suggestions. It also has a long discussion about the Perma-PA build and several suggested options. See if that will give you some incentive to change things around.

Prices are pretty variable. I got all my LotG Recharges with merits, and had many of the others as drops. I had a large stock of Hami-Os from back when I used to do Hami-Raids twice a week. When I finally decided to put the whole thing together, I spent about 220 Mil, but I also was able to get a lot of the Rare salvage I needed with Tickets. It also helps if you have a large group of characters to <pirate> contribute. And a few rich friends gave me a couple here and there, too. I think LotG Recharges are going around 160 to 180 Mil, so getting those with merits cuts about 700 mil from the overall cost. I would guess you will probably spend between 500-700 mil on all those expensive IOs and HO's.

This is my first attempt at a Perma PA build. My Ill/Rad is currently level 19. I plan on taking the time to make her great. As I am leveling her through content, I would like a leveling build. That said, the build I am gonna post is not. I realize the slotting is a bit out of order. That may even go for power choices as well. The point of this post is to find out if the end result is good. I slotted the way I did because I already have the two purple sets needed sitting in my base. I didnt want to rely on any other purples as I am not all that wealthy. Looking at this build, do you see any flaws in slotting or power choices?(excluding the order)
