Cold/Ice Build critique please...
On a full team, shielding everyone will cost 109 end. Your recovery--if you haven't fired off Heat Loss--will bring you back 9 end in those 30 seconds. Before you get to 50 (and have all the recharge slotted), endurance issues will be very unpleasant. Even with a near-perma Heat Loss, it won't be up as often as theoretically possible.
The shields will, of course, be worth less defense per endurance point spent, too.
The Armageddon proc in Soul Drain (in lieu of the straight damage) would actually earn you more damage on average.
Bitter Ice Blast--thanks to its animation time--is an attack you should not ignore.
I ran an Ice/Cold into the mid-40s without Stamina (it's 46 now), though I picked up Health to slot both the +recov procs. (Two leadership, Hover, Arctic Fog were the toggles.) I finally respec'd into Stamina because I couldn't go all out all the time, even with Heat Loss up more than 2/3 of the time.
I agree with Reptlbrain, however I just want to add here that it looks like you really want to make an Ice blaster. You have a lot of damage here, but you are a defender. My cold/ice has has both of the shields fully slotted with Red Fortune sets. Freeze Ray is OK but I find Bitter Ice Blast to just be an awesome power. The leadership pool is also fine, but I'd rather directly buff my team with good shields. IIRC Sleet is better for reducing def than for damage.

Guide to Base Teleporters
Sleet's capable of doing a lot of damage, but it's done through damage procs instead of damage enhancements. Four damage procs + two common recharge IOs will do a lot of damage. If you want more slow/end reduction than that, then the following slotting works good too.
Level 26: Sleet
- (A) Tempered Readiness - Endurance/Recharge/Slow
- (27) Pacing of the Turtle - Endurance/Recharge/Slow

- (29) Touch of Lady Grey - Chance for Negative Damage

Solo mob chain... With Arctic Fog, SS w/stealth IO and Oppressive Gloom running, run in middle of mob and fire off Heat Loss, Soul Drain, Sleet and finally Ice Storm. While all of that is going on, use Freeze Ray and Bitter Freeze Ray on the boss(es) and finish off with Ice Bolt and Ice Blast. |
Also, switch Bitter Freeze Ray (if you take it) and Freeze Ray in sequence. Why? BFR has a long animation (too long for my tastes) and as such you'll barely end up with a double stack between FR and BFR. If you switch it, you'll have longer double stacked duration. You may consider doing Heat Loss after Sleet too, for accuracy reasons, though overall you should be fine.
Solo AV chain... I am not sure about this one, it might not even be possible. I suspect I need to try it out thru trial and error. Unless someone has a real good idea how to go about it. I think it would probably be similar to Team AV chain (see below). Team AV chain... I mean, with your allies in arctic fog and having the ST buffs (3 slotted ST: 7.5%, Def, Def/End and 2 slotted Fog 7.5%, Def) you're giving 30.1% Positional defense to your team. With basically all my builds (Including Blasters) that'd put me at softcap positional defense. Granted as a Controller (which my /Cold is), the ST and Fog do less, it is still quite potent amount of defense. Arctic Fog on a defender two slotted only does 7% Positional only defense. You'll get a lot further with with the 23% Positional/Smash/Lethal/Neg/Energy defense and 10% Fire and 28% Cold resistance. Plus, you can use them 4-6 slotted as resistance set mules. I mean, Steadfast Resist/Def isn't going to raise that fire/cold resist much, but it'll raise all your personal defenses by 3%. 3% Defense and 7.5% recharge. Yum!

I am new to Fenders. This is my first one. I am tanker/scrapper oriented, tho I have rolled a couple of blasters.
I am looking for a Fender that can solo 2/8's and be a much wanted toon on anyone's TF/Trial/etc.
Influence isnt' a problem and I am not worried about how to get this toon to 50. This is a final build.
I am attempting a Stamina-less build. I think this would work in theory. If this is not feasible, please let me know. I dont mind eating blues the few times I might miss.
I have a few chain thoughts so please critique and highlite my strengths/weaknesses. I am completely open to suggestions.
I am not including Blizzard, due to the high recharge. It would become situational and not part of a chain.
