Dual Blades/Super Reflexes, hints needed!
I can't help much on the dual blades side, but as far as SR goes, general suggestions if you are softcapping your defences would be to take everything in Super Reflexes except Elude.
Defensive toggles should be slotted to the ED cap for defense, and passives should get a minimum of 2 slots worth of defence SOs (or the equivalent) depending how many you can spare in your build. Quickness is fine with just the default slot.
You'll probably want to take Combat Jumping, Tough and Weave, and to slot a Steadfast Protection +3% defence IO in Tough. This should leave you with about 5% more defence to find for each position.

Useful sets for soft capping positional defenses on melee toons:
Melee defense - Touch of Death, Obliteration, Multi-Strike.
Ranged- Mako's Bite, Red Fortune, Blessing of the Zephyr, Numina's Convalescence.
AOE - Scirocco's Dervish, Multi-Strike, Aegis, Blessing of the Zephyr, Performance Shifter, Serendipity.
Guassian's To Hit buff set is also very good for positional defences.

OK, for 300-350 million, you can't run the top chains, as they require massive recharge approaching +300%. But for only +128% recharge in Blinding Feint, you can easily run the very good chain of Blinding Feint -> Attack Vitals Combo (Ablating Strike, Vengeful Slice, Sweeping Strike). So you need at least four attacks from your primary. Some people also like to take the Sweep combination. I personally wouldn't, but I'm an attack chain minimalist. Since your required recharge is so low, and since you have Quickness, you'll need very little in the way of global recharge bonuses, and you won't need Hasten.
I agree with Streetcleaner's basic plan for Super Reflexes - Combat Jumping, Tough and Weave, Steadfast Protection unique. Consider Manuevers and Tactics with a Gaussian set. Or just pick up a bunch of set bonuses. You're shooting for 45% defense to all positions, maybe 46%.

so, say that I actually have access to more money - would that completely change the idea behind any of this? dont worry about how much money, but dont specifically TRY to make it more expensive
another note: i do have ninja run and feel super about just using that as a travel power, so ignore any unnecessary travel powers

One, I know a lot of people like to go "Oooo...COMBOS" really, if you want to save on respecs, just skip Nimble Slash, and just wait to get your first combo (Attack vitals) at lvl 26.
Whether or not to grab Sweep is a different question. Personally, I grab Bling Feint, Attack Vitals attacks, and TRY to fit in Typhoon's Edge because I love the animation.
That said, I don't care for 1k Cuts animation at all. So makes it easy to skip.
Being /SR even easier for you to get to the BF-AV-Repeat attack chain. I'd also suggest getting the -Resist Proc for Alabating Strike.
5 Slot Hecatomb or Crushing Impact in it.
DB/SR I found easy enough to softcap cheaply and get +RCH sets easy enough as well.
Personally I love Dual Blades (except on Stalkers). Now only if I could make it a decent PvP Primary.

Ok, this is the build I'm currently running, and it's working out very well. I mostly just use it for speed-running TFs every night, and every now and then I do some AVs with friends, or solo lower-level TFs.
**Note: please don't get frustrated with the fact that I have low regen, or low recharge time. My -main- use for this guy is to speed run LG or ITF without a travel power besides ninja run, hence why I put so many run speed boosts in. I also wanted to keep it relatively cheap, and the purples that I have in I stole from my brother's old toon, so those can be easily replaced with something else.
**Furthermore, I KNOW people will get upset when they see that taunt that I threw in there. Frankly, I don't have a real reason for doing that, I am just used to playing a tanker, and I have found that using the tank taunt is really good for pulling groups away from poor, defenseless trollers, and then continuing on my way. Feel free to nix it if you have any other ideas.

I also wanted to add that, the levels of the powers I have shown do not reflect anything. I didn't actually respec to powers in that order, I just threw everything up there, so they will be out of order.

If you had billions and billions of influence burning a hole in your pocket, you could go for a massive recharge build to pull off one of the top two chains for Dual Blades. Super Reflexes helps you get there, but doesn't really benefit from the recharge, so that would be all about the DPS.

This is exactly what I did. 3 years later and a ton of knowledge later, my DB/SR is still my favorite toon. It's not so much the high DPS as it is that included in that high DPS with a very high damage cone (Sweeping strikes). A 90 degree cone is something no other set has in their top DPS chain.
(ok... technically spines does, but the general forum population doesn't even talk about spines and DPS in the same sentence)

I recently got it in my head to try and go the route of a scrapper, and I started leveling a db/sr. Now, I'm not new to CoH, and I've used the Hero Designer plenty of times, but I am painfully new to this whole DB concept.
I would appreciate any help with designing this guy's build, as he will be my fist scrapper that I actually pay attention to (my only other one was a bet to see who could get to 50 first on a double xp weekend).
Any general build tips, helpful thoughts, or example MIDS layouts are appreciated!

I originally thought to use db as fast recharge rate and sr as good defense, but if there is a different mentality behind this kind of character, let me know!
I am looking to spend somewhere around 300-350 million, so please try to keep the prices accordingly
