Snow Storm is useful for grounding flyers as A_A said, and a great debuff to use on a A/V and/or EB.
It's also a great debuff to use as a large spawn pulling tool. Trigger it on a mob in the spawn and run around a corner. Turn on Hurricane and drop Spirit Tree (you'll have plenty of time generally ). As the spawn slooooowly comes around the corner they run into the debuff from Hurricane and their slow speed breaks up what little alpha HITS you into well spaced out hits that the 'Tree can generally deal with. Once they are all clumped up, Root 'em, drop the hurricane jump into view of the whole spawn and hit 'em with SOC. Add in Crawlers etc as you have them available. It's sometimes a useful way to handle bad terrain like a police station, caves etc.
Anyway, I've found that Snow Storm is also useful as a soft control to help mitigate incoming dmg with groups like Nemesis that laugh at confusion. Since it really only needs an endred in the default slot, it's a great way to use one of the extra power slot picks that I always tend to end up with on Plant/Storm builds.

Finally got on a BAF and that was one of the more humbling experiences I have had in game and likely on the level of dealing with some issues on my namesake way back in the day. It was interesting to see how little of my build actually worked on the escapees. No IOs, or anything in terms of alpha so I was going to struggle anyway, but it felt like at times if I even looked at combat I got killed. We failed the trial and that's a first for me so maybe it wasn't in the cards, but I'm getting an idea why I see so few controllers do the trials. Hard is one thing, powers being useless is another.

Anyway, I'm find all plant control dom loves the Reactive Interface. A 75% chance for a nice damage proc in Creepers? Yes, please.

Now my problem is figuring out how I want to slot the guy. I could go for lots of rchg so that powers recharge faster (LS/Carrion/Seeds/etc)....or I go for S/L def...then wonder which incarnate powers to get...Alpha; cardiac is always helpful for stormies....but...the spiritual might be nice for more rechg...and what about Destiny? Hmm, Clarion is probably the best choice for perma (basically) mez protection but....

I think Cardiac is a no brainer pick for a Plant/storm.
I still have a pre-i19 build so I don't have Snow Storm, but Plant needs things to be on the ground and Snow Storm helps with that. If you have room for the power, just one slot it with an end reduc. I tend to use Spirit Tree over O2 Boost although it has it's uses.
