The cosmetic surgeons are in with the tailors at Icon/Facemakers. Rather than saying "Icon Employee" for instance it says Cosmetic Surgeon over their head. Tina the Seamstress in the Tiki lounge of Pocket D is also a cosmetic Surgeon.

Ok I found the one in Pocket D Tiki Lounge but I have been all over the Tailors in Cap and St. and still do not see them.

Yeah, I had a hard time finding the redside ones, because they're stuck way in the back. I'd never even gone that far into the Facemaker's before.

I don't play villains much. I only got my first over 20 after the Surgeons came out. 
EDIT: Heroes are probably my focus. Looking at my group pic in my siggy, I notice I don't have any of my villains represented. Probably time for a new one, anyway. This one's about a year and a half old and I have 17 more Victory characters that aren't there (and some that are don't look like that any more).

Ok I bought the Super Booster Pack 3 recently and cant seem to find the Cosmetic Surgeon anywhere near the tailors. Am I missing something or is this a bug?
