There is no contact that gives you the portal. You obtain a portal, at any level, just by being teamed in ANY mission that deals with time travel. You can also obtain the portal, at level 25, by entering Ouroboros via someone else's portal, and getting the Ouroboros exploration badge at the top of the platform.
You can join another person doing a flashback and after at least one mission completes, you will be awarded a portal.
There are numerous ways to get one. The easiest, of course, is using someone elses and getting the exploration badge.

I have been getting people to lay down the Orobouros Portal for me since it began. In fact I have forgotten wehre the contact is or how to obtain the portal without getting it from others who already have it.
Will someone please tell me where the contact is so I can actually run the missions to get the oro portal?
