Willpower/SS needs price cut
If you are worried about price, this build is very expensive. Kinetic Combats, LotG recharges, Numina's +rec/+regen, and so on. If you are patient, then you can farm it out in a reasonable amount of time. That build should do a decent job of farming. If you are looking to do it fast, it will cost well over a billion. The KC's alone will cost that.
Dark Armor is like that kid you knew in school that didn't know when to shut up, and no matter how bad he got beaten down, he got right back up again and kept on talking.
I'm not really an expert at either WP or SS since I've never played SS and my only WP is a Brute. With that said I can tell you what's going to be pricey in your build.
Pretty much all of the Numina set is expensive with several IO's approaching 100 million. It DOES have decent availability at higher levels but you're going to pay for them.
Kinetic Combat is a double whammy... first it's extremely hard to come by with a couple of the IO's being practically non-existent. As a side effect of this they're highly expensive. There's a couple of them that are reasonable and in adequate supply but two of the IO's are in the 100 million range... if you can find them at all. They're nice to have, but unless you've a ton of inf and a lot of time to wait you may want to go with the cheaper and available Smashing Haymaker set.
The Miracle Unique is expensive... around 75 million the last I bought one but that's been a couple of months ago. The Numina unique seems to run in the 70-120 million range although I haven't looked recently. I haven't bought a Regen Tissue unique for any character so I don't offhand know what it's going for but I'd be very surprised if it wasn't fairly close to 100 million.
Luck of the Gambler is generally not TOO bad except for the 7.5% recharge... that tends to hover around 100 million, plus or minus 20 million.
I frankly can't understand the two Mako's in your attacks... that set bonus is utterly worthless and they're more expensive than something like Pounding Slugfest that will ED cap your attacks with the Kin Combat (or the MUCH cheaper and more available Smashing Haymaker)
Perfect Zinger is cheap for the recipe but needs a few pricey pieces of salvage... Mocking Beratement is for all practical purposes free since it doesn't need any expensive salvage. The most expensive thing about the Mocking Beratement set is the crafting cost, you should be able to get the recipes for under 10,000 each. Still, either set is quite affordable.
Personally I wouldn't bother enhancing KoB's hold; it's really not necessary. If money's tight I'd slot your attacks with 4 Smashing Haymaker and 2 Pounding Slugfest, the Acc/Dam and Dam/Recharge. You should be able to buy all that for 5 million or less per attack.
Footstomp I'd go with 4 Eradication as you have and finish with 2 Scirocco's Dervish. It won't exactly be CHEAP, but it shouldn't break the bank; maybe in the 12-20 million range.
Looking over your setup I would suggest more slots for HPT; it can use more heal and resist. IW is really fine with the base slot unless you really need another IO mule. You may want to consider another set of Reactive Armor for MoB for a bit more defense.
You could make a basic build for probably around 50 million with roughly 33% defense to nearly all types. Your current build will be really close to a billion and improves your S/L defense to around 41%. Yeah, it's more effective, but it's REALLY going to cost you.
You'll need to decide what you want to budget for this toon but unless you're able to spend 500 million or more you can pretty well forget the Kinetic Combat and Luck of the Gambler Recharge. It wouldn't surprise me for a set of Kin Combat to cost 200-300 million.
Frankly I can't see any reason for a Willpower to need the Miracle Unique... you shouldn't have much end problem. Likewise the Numina and Regen Tissue uniques are less valuable to you since you already have considerable regen.

As a WP/SS tank, it is most effective I think to max out your regen and +hp. here is my tank's build. it is relatively inexpensive except for a few enh's here and there that you can live without

Try a max hp build instead. I found it a much less expensive way to boost my Wp tanker. Capped hitpoints rock.
I will not rest until we have in-game throwable pies!
A nice build, alot of nifty gear. I'm not sure what's expensive these days, so this needs to be stripped of anything expensive. Those +regen and +recov probably have to go, huh. How can I keep my build without losing too much efficacy?
