Purely personal opinion - I don't feel it's worth it if you're going to hp cap without it, since the +hp is the actually "useful" part.
That said, I have it on my EM/WP Stalker, because she's on a server that I didn't have a lot of other villains on at the time I made her. By taking it, I could easily hit the hp cap without having to try to get the +hp accolades. Once I have them, I plan on respecing out of it.

The added Resists would be nice of course, but it's not that much resist to begin with.
Always grabbed it on my Tankers/Brute/Scrapper Willpowers, but not sure if it's worth it on a Stalker.
