Sound Effect/Mission Bug
Perhaps they were supposed to move and able to be targetted since the mission was introduced and finally that was corrected. Perhaps it was a risk/reward issue.
If you've been sending /bug reports on it for at least two Issues it is either deemed to be WAI or has a really really low priority for a fix, if they can even identify the source of the problem.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

Two separate issues...
Anyone else notice the sound effect for Enforced Morale doesn't go off until after the animation is almost over?

The mission from Ashley McKnight to Infiltrate the Midnighter Club. The Living Armor statues used to not be targetable and did not move until after you clicked the last glowie. Since at least the last two issues, the move and are targetable BEFORE you get the last glowie.
