A Change to Electrical Armor

There was already an opportunity to do this when it was given Energize and given to Tanks and Scrappers and they didn't do it. I think they have another pseudo-cottage rule about not swapping about live mid to high level powers for some reason because the same sort of thing occured when Super Reflexes went to Brutes with the AOE Defense toggle.
It's a good idea but one seemingly falling foul of an internal rule of theirs.

Sadly no, during one of the interviews about the change to Electric Armor, they said they were swapping the order for Tanks and Scrappers because they felt Energize came too late but unfortunately couldn't do it for Brutes and Stalkers.
That hasn't stopped them from doing it before, though.

Wouldn't swapping build order invalidate people's builds when they went to level up, anyway?

If they changed it, people builds would remain the same untill they respeced. Then they'd have to decide with by the new order of powers.
