Yes, it is a bug.
And yes, it is somewhat annoying.
It was reported during Beta, but maybe it isn't as easy to fix as one would think.
Yup. The best way to get accurate info is to click the Find button on the items you place into Consignment.

Biggest Troll on the forums? I'll give you a hint:
I'm currently in Atlas WW on Infinity and I was selling some salvage to make some initial cash when i noticed that everything I was putting in for sale was showing 0 bidding and 0 for sale. This is of course highly unlikely that each of the 7 or 8 items I put up had no bids or items for sale so it may be another bug.
This is the bottom half of the interface I am talking about. Where you put your items for sale. The top half seemed to be showing the number of items correctly.
