What IPs are the CoX servers on?

Welll, both USWest.ncsoft.com and useast.ncsoft.com (as well as the same with cityofheroes instead of ncsoft) resolve to 208.69.32.132. Someone actually looking at the network would have to tell you if you need something else.

So, un-fortunately, what you want... you probably aren't going to get.
And no, I'm not sharing the IP addresses either as I'm not entirely sure if sharing the game ip addresses violates the subscriber agreement. I can think of several security related reasons the developers don't want the IP Address list to be common knowledge.

Looking at the console spew, it looks like the addresses are currently in the 206.127.152.* and 216.107.240.* ranges. Since the client itself tells you this (via -console), I can't see how sharing it violates the subscriber agreement.
The address prob changes frequently. Install wireshark, connect to the server you want, then start a trace. voila
