Can't Use Email!
To elaborate further, I was also unable to send emails to the local names of alts.
Send to your current local name: Any alt can do it other than the main with a full inbox
Send to some other local name: Any alt can do it other than the main with a full inbox
Send to global name: Any alt can do it other than the main with a full inbox
Send to local name of alt with full inbox: Any alt can do it other than the main with a full inbox
In other words, it is the inbox of the sender that determines it, rather than the recipient.

I think that is WAI.
I'm not sure if the new tech they put in to allow attachments can differentiate between emails with and without attachments in regards to how many emails are in the inbox (at least, not at this time).
It may be something they can add in the future, or may be working on already, but I think it is a limitation of the new tech, at this point in time.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

I couldn't tell at first if it was WAI, but the results in post 2 suggest it isn't. Why would it care more about the inbox of the sender than the recipient?
If it is, it should definitely be changed to only count emails with items.

The limitation likely was put in to keep people from loading up on large inspirations on one character, sending them all to the global address and having an almost infinite number of inspirations available in missions or (more likely) PVP.
Once you start sending those items, since they are going to your global ID, it would also keep you from switching to another alt once you hit the 20 and sending more items since the inbox would be full due to it being globals.
I'm sure there is a reasonable explanation as to why the limit was put in, but it may have to do with an exploitable situation so they won't tell us what the exploit is.
As I said, it's new tech built here and will possibly have some refinements added over time. One of those may be the capability to differentiate emails with attachments from emails without attachments. We'll just have to wait and see.

After more experimentation (I can't send to others either), I think this was done because of the feature that returns emails to sender if the recipient's inbox is full.
If you sent a global email to yourself while full, it could not be returned.
However, I am able to send emails to myself as alts to fill the inbox way over 20, so obviously the limit of 20 ALREADY applies only to global emails.
The issue, then, is that the presence of local text emails is fooling the "you have 20" error message into considering the inbox to be over the limit even if it isn't.

I have a ton of emails in my inbox. If I try to send another email to myself, either by local name or global name, an error reports that there is a limit of 20.
This SOUNDS like it is working as intended, except:
1. Those emails are entirely text only, with no inf or items.
2. I can send them to myself with other alts whose inboxes aren't full, so it's strange that sending to my global would be blocked.
May I suggest that the count of 20 should only include email with items?
