Here's a quick workaround when you see a Newspaper mission you don't want: Leave the zone, then come back. BAM! Three new missions!
EDIT: Ok, I reread your post. Now I know what you're talking about.
You already sent the bug report, and of the two missions you had only one is left. There's not much else you can do besides finishing up that mission yourself, finding an arc in your level range you can do, or waiting out three days to drop your current mission.
Thanks, but I wasn't really looking for a solution. Just curious if anyone could explain what might have gone wrong.

I've never been sure what causes it; I usually just run the one I picked, and sometimes the other goes away on its own, other times, I have to run it too.
