LF nrg/nrg blaster build

I'm looking to come back to pvp, and the most viable toon I have (at least I think so) Is a lvl 50 nrg/nrg blaster. I'll mainly be looking for RV/ Duels in the arena. I can't afford to slot out purps or pvp IO's yet, but I can work pretty much anything else with all the merits/infl i have.

I have been told I should be slotting for +HP and recharge, is that true? And if so, should i go Ice mastery for Hoarfrost?

Pretty close to capping HP without the TF accolade on a budget build. It has a few expensive IO's in there but nothing crazy.

Thanks Red, just was I was looking for. Although I noticed that the Gaussians set offers a bit more +hp bonus than the Adjusted Targeting. Any reason for choosing one over the other?

The main bonus of Adj Targetting is the 5% global recharge, I guess that's why he picked it.

I was trying to get a decent amount of recharge into the build without going for purples. You could easily swap a set of adjusted targeting sets with gaussians and loose the 5% recharge for a little over 10 points of hp. Its more of a personal preference thing. I always go for a minimum of 50% recharge on pvp toons.
