/Invuln Scrapper Help
Well for IO you will want to go for something that would build up your Smashing, Lathal, Fire, cold, Energy, and Negative defense because that is what Inv defense is. With defense the magic number is 45% so the closer you are to it the better you will be. I don't know how much some are but Kinetic Combat which gives you S/L can go for a lot.
BS is a nice pairing with /Inv I would like kat more because I like playing kat more than BS. Dark Melee is also good with /Inv too. Anything goes good with it so if you have something that fit your concept I would go with that.
For Tough and Weave I would take it. tough will help you a lot and give you some good S/L resistance. Weave will help you get to 45%.
I have taken a break from the game and have come back to find (at least from what I've read, not sure about the numbers exactly) that Invulnerability has been made much better. So I am bent on making a /Invuln scrapper because that is something I have not yet tried out. I am wondering what kind of slotting bonuses and sets I should shoot for through IO's to really bring the best out of Invulnerability, preferably not a very expensive build-I do not have much money, and also what are some good pairings with /Invuln? I am currently looking at BS because it seems to fit the concept I want. Also, should I take tough and/or weave?

Soft capping an Invuln Scrapper isn't likely to be cheap though... you're going to pretty much need the Kinetic Combat IO's to do it and they're hard to find and rather pricey. As my guide explains, with Invuln you want typed defense bonuses, particularly to Smash/Lethal as that will protect against the vast majority of damage in the game.

I'd also try to get perma Dull Pain (recharge bonuses). It's possible on a budget. I made a build with perma Dull Pain for a friend that cost about 50 million, but that was a long time ago, it's probably a lot more expensive now, and there were quite a few compromises. It's a lot easier to do with less compromise if you're rolling in influence. I'd target defense first, in any case.
Broad Sword is a good idea. Invulnerability will be very happy with the defense from Parry, particularly on a budget build. I agree with BrokenPrey that Dark Melee/Invulnerability is an excellent combination, at least for survivability - it's lacking in the AoE department.

A cheap IO set build....
I don't think it's possible nowaday.
Really in 6 month price have increased by 4 or 5 times ...
Anyway, if you want to put time and money in it, i really think that you could go with any primary.
Although, till invul is an agro magnet, i think that there's a really good synergi with set like spine or claw.
For the build i would focus first to soft cap S/L def, then put some regen or global recharge in the mix.
Taking weave / though isn't mandatory, but it's a really good choice to help you up your survivability.
I tried to IO my current electric/shield scrapper on a budget. I was going to document how cheaply a really good build softcapped build could be done, and was hoping to manage it for under 300 mil by buying IOs in the 30-33 range and placing bids that might take a few weeks to fill.
After a week or so I gave up on that idea. I still finished my build, and it's probably considerably cheaper than similar builds by other people, but I hardly came in under 300 mil. Although I haven't kept track, I think I've probably spent 3 times that amount.
Now, a smashing/lethal softcap build for invul is going to be cheaper than what I was doing... but yeah, 150 mil would be pretty cheap these days. The Kinetic Combats are going to cost you. But I have an MA/Invul scrapper who's softcapped to smashing/lethal, it's a blast to play her. Just being able to jump into a group of so many council that you're above the aggro cap and some of them stand around looking stupid, and then walk into the kitchen to get a snack knowing you're in no danger... heh. Granted not all enemies are that easy but she's pretty tough in most situations.

Cheap IO builds are definitively possible, but today "cheap" is 150 M for example. And most of that cost is taken up by salvage. I'd wager you could save some if you have more patience with the auction house than I had when I was making mine.

2 years ago with 150m effectivly you would have been ok, but now, i don't see this happen if you want something a little structured, with some usefull bonus.
I have an INV that is extremely survivable with the primary key being that he hits 47% S/L defense with one enemy in range of invincibility, but its by far the most expensive toon I have (I haven't even bothered to calculate it but I'm sure its in the 4-5 Billion range).
Kinetic combats, Oblits, uniques for recovery and recharge are what makes it works so well.

After it got some buffs I absolutely love Invulnerability. Inventions and said buffs are really what finally got me to play the set and it has been a blast! My Invulnerability is a Martial Arts though, something I never see anyone mention pairing with Invulnerability.
For me IOing out an Invuln character on the cheap, let alone any kind of character I've ever had is a difficult proposition. Inventions are the next stage of character progression after they hit 50 for me, so when I do get to crafting, I go all out. Sorry I can't be of any help on that part.
Definitely take Tough and Weave. You can get very close to the Scrapper Smashing/Lethal Resist cap (at 70 percentish) and Weave will help you get to the Elemental typed Defense softcapped. That would be another important thing to focus on - Fire/Cold/Energy/Negative Energy Defense. You'll definitely want to get your Invulnerability to softcap those defenses with a minimum of 1 foe in Melee range. A little harder to do now that the Blessing of Zephyr IO set bonuses are being reduced. I'm still tinkering around with a build that will do that and have Aid Self.

One thing to consider... as Exxar said, Smashing Haymakers are a cheap substitute for Kinetic Combats, and Multi Strikes are a cheap substitute for Obliterations... but a scrapper needs more help to cap than a tank, and also an MA/Invul scrapper (in my experience) is a fairly endurance-heavy build, Broadsword probably even moreso. You want as much recovery as you can manage. That's rarely cheap either.
