As far as the stance. It is purely unofficial, but it doesn't modify any game files. It has existed for years now, so I wouldn't worry about it. Just don't complain to NCsoft if anything goes wrong (I use it myself, as do many others).

Technically it's a mod to the game. But as Snow Globe stated it doesn't change any default game files, it simply replaces certain default data with modified data when you start the game. If you somehow screw it up you will receive no support from the Devs/GMs on it. It's sort of a "don't ask, don't tell" situation.
If you want to be super-picky about it this mod does technically violate the EULA in the strictest sense. But these files have been available for years now and have even won some Player's Choice awards sactioned by the Devs themselves. As far as I know 100s if not 1000s of people have used them for years. Clearly the Devs have chosen to "look the other way" as far as this mod goes.
