Technically, "speaking out against" another SG would be about the same as "calling out" a person, which is against forum rules.
I think the forums, Victory Badges channels and the like are enough to educate players on events, etc. It's to some degree part the responsibility of the player to do their homework about such events.
As far as getting with PERC to organize events, it's not a bad idea, but it would only be a matter of time before the comittee decided to simply stop including PERC, negating the need to even have PERC at all, as it could easily turn into a replacement for it. I dont think this is really necessary with PERC around and active.

Well lets see, for starters why would you want to speak out against another SG? What would be the point? If the SG as a whole did something against you? Would you be deciding a punishment for that SG or something? Seems to me like it would be a bunch of he said she said stuff. If it is a case of you not liking what the SG is doing then Just don't team with them. P.E.R.C is a great resource for events. We have joined them recently in the LGSF thing. What would be the point though in putting a commitee around them for events? My coal has done events on our own. We have friends in P.E.R.C and have included them in the festivites. It would be very easy to advertise events. If you want to do an event then all you have to do is promote by announcing it in broadcast here and there. Before the event tell people when it is. Make sure they know prizes and what is happening then they can announce it in their SG or Coal. Post things here. If I know about an event I will make sure the info is on our MOTD and that our Coalition leaders know of it too so that people can attend.
