Yeah, I believe there's only 2.5 powers in the game that even accept Intangibility slotting. Sets aren't needed until more powers can take it.

Dimension Shift, Black Hole, Singularity. Singy is the 0.5 since while it can slot Intangibility, it has no powers that actually use it.

Convert Sonic Cage and Detention Field from "Foe Capture" to "Foe Intangible" perhaps - though I'm not sure how that'd affect the powers themselves overall. (I like sonic cage. Irritated several stalkers with it by keeping them from getting kills with it.)
I honestly get a little angry when I get a generic Intangibility IO recipe.
I think I'd be even more angry if I got a Intangibility set recipe from a merit roll.
