Storm moved from a top tier set to a middle of the road set. It really needs recharge in hurricane and in the bonuses, and you need to be able to tolerate having to retoggle that. But if you hit someone before they detoggle it can be a pain for them to get it off. It wasn't super fun to play in zones before because all the aggro you could pull, its even less fun now with npcs still being a little better than they should be. Ice control very much has its uses.
Just know going into it you are making a disruption toon and not a killer and you should be fine.
