Your issue sounds like what I had last night. If you disabled the usage controls and that didn't fix your issue
I saw this on cityofheroes.wikia.com, tried this myself and didn't work but it might for you.

Running win 7 64bit. When running the updater I just get "Error writing -1 bytes...etc" Tried changing the User account control settings but to no avail. Any other solutions out there?
