Strange issue with 3D Resolution Scaling
If you can open the Options-->Video & Audio tab, there's a (slider) setting for window scale size.
Edit:
If you can't get to Options, you can try the TweakCOH app:

Ack, link there is broken. Anyone have a better link?

Y'know how it looks when you have two mirrors facing eachother? Or when a video camera is pointed at the screen it's outputting to? That's what's going on here, just with the UI windows. The regular graphics aren't viewable at all.
I have to say that i heve never seen anything like that before and have no idea what's causing it. It looks kinda cool (if it were a sig or avatar, but yeah.. that sucks.
Does it do this after re-starting the game? Resolution changes usually require a re-start of the client. Also, what resolution do you use on your desktop? Using the same resolution on your desktop and game can help performance on some systems when using Fullscreen mode.
BTW, here is the working link for the above-mentioned Tweak CoH program.
Wow. That is strange.
You may want to post have this post moved to the Technical Issues & Bugs board, and perhaps send an PM to Arbitor Kim to check it out. I don't suppose you can submit a trouble ticket too just so they have a paper trail.

I just tested on mine, and my 3D Resolution Scaling seems to work jsut fine as I move the slider. Perhaps your video chip just can't handle it correctly?
My only other suggestion is maybe to run the whole game at the lower resolution instead, then use the Window Scaling options to shrink your UI and move it out of the way again.
I think I remember seeing that, but I can't remember what I did. I think I had to turn resolution scaling off, and just go fullscreen at a lower resolution.
It showed up as a bug, and eventually disappeared, so it's possible the bug has simply shown up again. Making sure your graphic drivers are up to date can help, too.
Just updated my video drivers, which helped quite a bit. The performance under 1280x800 improved enough to negate the need for resolution scaling, mostly.
The scaling still doesn't work correctly even with the new drivers. It just turns all 3D stuff black, instead. All the UI elements are fine, though.
I could try dropping the resolution a bit, but all the smaller resolutions are 4:3, instead of proper widescreen. Anyone know a way to change to a smaller widescreen resolution?
Just the chat window? Always to the up and right?
goofy fix = put chat in the upper right?
Having a bit of an odd issue with the 3D Resolution Scaling. Currently running on a GMA 950 (hence the reason to drop things down a bit), at 1280x800. I'm trying to drop it to 640x400, and suddenly the whole screen is taken up by scaled versions of the windows. Can't even see the normal graphics. I've tried running /unloadgfx, but that doesn't help.

Screenshots are available, but I'm having trouble figuring out how to attach them >_<.
Any thoughts?

Just went the photobucket route with this one:
