Help with ELM/SD levelling Build

Hello, need a bit help on my toon. I played COH back in 2005 and came back this year. My new Toon is lvl27 now. Up to now i did use normal Enhancements. I thought of switching to some lvl30 Sets now to make levelling easier and faster. I have 1 respec so i can change Slots and Powers. Cause i have no lvl50 Toon, i don't have so much money ~150m and don't have much experience with Mid's and IO-Sets.

Now my Questions:
Are the Powers O.K.? Makes it sense to use IO-Sets on my level and is it possible with my 150m? Which Sets should i use for more Survivability, Accuracy and Recharge? What would you do? This is my current build:

Just commenting on power order, seems fine to me, I'd do the same.

Cheap sets aren't as worth for the bonuses as frankenslotting, you can achieve great values if you mix and match without caring about bonuses with lvl 30 IOs.

Btw, I think a Health IO/SO would be better than a resist in True Grit but that's a minor nitpick. Charged Brawl could get 2 more slots next level for damage
