well, nowadays i mostly do regular teams and TFs, and my lowest toons are 36, so i guess you could say that CoH is a lot more end-game now (for me at least).
you could try join a popular SG or a channel though, more activity there, than in atlas park
As hercez said, you can join Defiant Events chat channel, it's free so you don't need an invite, tfs, sfs and raids are arranged daily.

If you were last around about a year ago, you might've last seen the game when AE was the big thing. Due to squashing of high-gain XP exploits, AP is no longer a seething mass of people looking for AE teams, and people have spread out through the zones again. With regards to bases, there's a bug in the search system at the moment which reports people in bases when they're actually in missions.
Possibly silly question: have you remembered to set the level rage when you search? The list truncates, and while I don't remember how it sorts by default, you might be getting a biased view if you're only looking at a raw 'search all' result.

I'm just back after about a year away and I have a few mid and low level toons with mains at 34 (scrapper) and 27 (healer) - so I'm not a total noobie. : )
Just logging into Defiant and I've spent the last couple of days having problems finding teams or pretty much anyone my level who wants to do missions with me or who I can help. My game time over the last 3 days has pretty much been spent logging in, asking to join teams, being ignored then logging out.
This is a bit different to about 12 months ago when you could just jump in and find a team without too much problem. Standing in Atlas now and there's only 3 of us around and the others are lvl 1 and 3!
