Yes (If I get what you are asking)
On this forum, only an admin can change a users name once chosen. Go to the Announcments section and search for the one about name changes - details inside.
Now, if by titles link, you mean have a link be text other than the link itself, like THIS, on the post editor will be a globe&chain button that turns highlighted text into a link.
