Originally Silver Bullet and Slayer tracked off of the 5th until the Council came about.
Now that the Council is being slaughtered in the streets by the returning 5th Column, just how does Silver Bullet and Slayer track? Do both 5th and Council count, I hope?

Yes, both the Council and the 5th count toward those badges.

For me the easiest way to get those badges is do the missions in Striga. In addition to the badges, you get some nice temporary powers, and unlock the Hess TF.
