One thing I often do on 2XP weekends is to start characters I normally wouldn't dream of playing to see if I like them.

Now, the power sets that usually cause me the greatest dismay are Storm Summoning and Energy Blast. So I decided to make a character that combined them, just to see if I could find some value in them.

This is the non-set build I've devised so far. Your thoughts on power selections and order are invited. Theme of the character is "Fusionette joins the Cabal" so having Fly is more or less dictated by the concept.

Just a few things that I noticed.......


1) You will probably be happier with a Recharge Reduction in Gale rather than the 2nd end red (Kinetic crash is a good KB set and it's cheap. I'd consider going with it.)
2) If it's for soloing you won't need O2 boost unless you are planning on using it later as a set mule.
3) Since you're going to be flying you'll probably want Swift rather than Hurdle.
4) A stealth IO (Celerity or Unbounded Leap) will save you a power pick since you won't need Super Speed for PvE Invis.
5) If you are soloing you may wish to reconsider Nova since the Nova won't finish the spawn but crashing your end will allow the spawn to finish you.
6) Tornado is a pretty nice damage power. If you aren't going to slot it up you may want to consider taking a power that will give you some good utility for a single enhancement slot (like Combat Jumping)

One question: Where's Whirlwind? :P

This is slightly reminiscent of a joke build I did for my Ice/Storm Controller. Every KB power I could get ahold of, all slotted for KB. If you've not seen it in action, Jump Kick with 3 KB SOs is hilarious.

Once you get past the KB jokes....see above.... Storm/Energy is a viable set but it takes alot of skill to play (play well). I have one at 50 that I remember loving his playstyle. I consistently was the leader on 8 man teams and having fun directing the mobs where I wanted. Gale was my friend...yes, it's a very good power.
But haven't played him in a while. I recently took him out for old times sake and whoo boy! I faceplanted ALOT because I wasn't used to his playstyle.
So if you're gonna roll one, stick with it and learn the powers. This is not a button smasher. You have to be aware of your surroundings, and so much more.

People will find it ironic that I'm supporting Gale after ranting about Knockback in another thread. But I feel like people use Gale correctly more often than a knockback power with significant damage in it. Since its only real use is positioning. People use it to blow things back into Tar Patches, keep bad guys away from squishees and near to Tank taunt auras.

Plus, Gale makes a wonderful opening power to mitigate alpha strikes because of the rag doll effect.

Being a habitual player of tankers, I think I can figure out how not to use the character. I keep things cornered; in some ways, the character plays like a tanker; she attempts to sweep stray mobs back into the group.

I'm a bit less sure how to handle outdoor maps, though. A character that doesn't run ITFs is probably going to stall fairly early.

Heh, if this specific toon is on Victory, I'd like to see her at some point. I can't give as much slotting advise as others outside of adding two Air Bursts in your AoEs so you get the global KB buff.

I'm not sure if you're serious, but I'll pretend

I think you're shortchanging Steamy Mist here.
Using just SO's I'd slot it a couple of end redux, and four Resistance or Defence as is your choice.
The mitigation from the Def and Resistance are about equal overall, with the Resistance being bigger mitigation of some attacks, the Defence is against all attacks.

I'd take the two KBs out of Gale at some point, you're not really making it more effective there. Thats a couple of slots for Steamy Mist, maybe take the others from Nova? It only needs one Acc, and the KB enhancer is there just for laughs, right?

I'd also give Freezing Rain emphasis on recharge rather than Defence debuff. What are you planning to fight at level 9 that requires extra Defence debuff above the base amount?

I can't comment on an ITF since I've never run one but I can tell you that outdoor maps can be a bit tricky. You basically need to run circles around the mobs to keep them tight.

Regarding your build above, Gale should be heavily slotted for Accuracy. I'm pretty sure it has an accuracy penalty and trust me, when you use Gale, you NEED it to hit. One of the worst feelings you can have when playing a storm/energy is when you throw out a Gale and it hits 1 out of 10 baddies. That's when you curl up into a tight little ball, crap your pants, and cry out for yo mama because the grim reaper is coming.

Freezing Rain, as you know, is a staple power. Slot it for Recharge, Def debuff and end reduc as needed. You want Freezing Rain ready for every mob, and sometimes twice per mob if needed. It's your opening power most of the time and it makes the bad guys squishy.

Hurricane should be max slotted for -toHit and a couple end reducers.

Steamy Mist and Snow Storm are also must haves and should be slotted for end reduction because they eat through your blue bar fast. Especially since you're going to be using Energy Torrent alot. The key to staying alive is to keep the bad guys on their a$$ as often as possible. That's why corners are your best friend. Between Freezing Rain, Gale, Energy Torrent and of course Hurricane you're not going to have much on it's feet trying to hit you. Snow Storm is very helpful to keep the pesky ones that resist KB from running away too fast.

This brings back memories.... I should go dust Surge and Protect off...

O2 over slotted,
Id think of that more as a mez protection power like clear mind than as a heal

Steamy mist underslotted
3 resist/1 endred or 3 resist/3 defense.

Freezin rain
at least 3 recharge.

Im not a fan of nukes. Specially on toons that need toggles to stay alive
And your gonna need your toggles on to survive.
But thats a playstyle thing.

I have a Storm/Elec Defender and it rips things apart thanks mainly in part to the Storm Primary.

I really dislike people like you that say something cant do what it obviously can do rather well.

If you cant kill on a Storm/Energy Defender, you need to stop playing this game and go read a book.The time spent reading that book would be more fofilling then your wasting time playing a game your horrible at.

I wouldn't put 2 Accs in everything. Freezing Rain is bound to hit and then -def. All your powers need to be looked at individually and what they can stack with or benefit from should be looked at too. Storm/Energy is not, well to me easy on the endurance. I went Storm/Elec but I am sure so, so opportunities for end slots should be found often prior to Powersink and I'd say despite Powersink. You can compromise yourself followed by the team from needing to use Powersink, although it will likely be needed, as less often as possible could be best. You can afford to do more with less acc. Instead of Acc, Acc, you could be Acc/End. With FR I wouldn't bother with Acc.

That's some KB in that Gale, I likes it.

I however dont do anything as technical as all that.

I just craft, tool, and paint leather.Rebuild old guns and fix them up.Do pencil rendings.Paint.That sort of thing.

Right now im waiting on a screw pin replacement for a police issue 38 Revolver from back in the 70s.Its a Smith and Wesson knock off from South America.The Revolving Chamber wont function without a new one, and the old one was made out of a Aluminum Alloy that wasnt durable at all.It acctually jammed the gun so badly when I got ahold of it that I had to hit it with a hammer several times just to budge it out enough to pry the chamber out of the gun.

Then I still need to find a firing pin for the 22 Sporting Pistol so I can go out and continue target practice with cheap ammo.

Im currently going to be making a Shoulder Strap Holster (Also known as a Jackass Strap down South.)and tooling art onto it soon and painting it to conceal carry a 9mm Luger that I rebuilt that was made in 1916 in Germany.Its my favorite gun.Carries 8 rounds of 9mm Luger Hollow Point.

Im also working on the art for my hunting knife scabbard.I keep busy, so maybe I do take this game rather seriously, because my time is mostly spent making and fixing things.

Its a solotary life, but makes me happy.
