Well, I wish I could tell you definitively... but I can't.
However, one of the complaints about the Forms is that stuff like [Build Up] is partially nullified by the length of time that it takes to switch forms... also there is the [Sunless Mire] doubling thing on a Warshade... and now even the inherent (which should have all along) "carries over."
All of those powers "carry over" so I would be willing to bet that [Hasten] and [Conserve Power] do as well.
All the click powers carry over so yes hasten will and so does conserve power. If there is an exception to this rule I don't know what it is.
They carry over. There are no exceptions. Of course, for very short duration click buffs like Build Up, you may lose most of the duration of the buff during the form change animation.
Toggle powers and passive ("auto") powers do not work in the forms, with the single exception of the inherent (Cosmic Balance/Dark Sustenance). The inherent does work in all forms.
IO Set bonuses also work in all forms.
