Look over this Claws build please
I think you will have endurance issues with all the toggles turned on. For example, there are no endurance reduction for indomitable will, rise to the challenge and tactics. Maybe you pick tactics just to slot for the extra s/l defense bonus.
And the build yields too much to acquire the defense bonus. For example, you have to slot both kick and brawl for kinetic combat. I believe you'll never use these two powers, but you end up with other powers under-slotted. Overall, you can optimize the different aspects of willpower better.

Endurance hasn't been that bad of a pull yet, and I've gotten up to level 42 on the build. With both quick recovery and stamina 3-slotted with the performance shifters I hardly ever need to pop a blue.
My main attacks are all 6-slotted, and while the kinetic combats don't give me the best enhancements, I've tried to compensate and slot at least damage and recharge as best I can. If anything I'd like to reslot follow-up as it's very accuracy light and I miss alot with it. Thats the main reason I have the kismet +accuracy in IW instead of the endurance reducer.

Yeah, it's not easy to fit everything into the build. I swap the tactics out of your build and pick an aoe immobilization from a patron power pool. By re-arranging some of your slots, the s/l and e/ne defense remains soft-capped. I think my build has the powers slotted slightly better and more endurance efficient. But it has slightly lower hit points and regeneration. Maybe you can play around and see what can be done better.

This is it, my final build for my first villain. I'm wanting to set it in stone before the 2X XP weekend starts and my push for 50. I've brought it before you a couple times now, been given some great tips, and modified it accordingly. So here it is, Claws/WP brute, defensive softcapped to S/L and E/N while not skimping on the primary attacks and trying to boost the secondaries strengths of HP's, regen and recovery.
