Merging the two separate forums was an attempt (although not entirely popular) to ease some of the perception of separate and unequal treatment. If you are on the same forums, your voices are much more likely to be heard.
I know personally that one of the earliest questions brought up in any planning by the OCR team is "How does this effect the EU community?" I've spoken to many in the EU community about some of the issues that exist and we do our best to address them as we can.
