You're missing nothing. The set is basically broken. Just like claws for scrappers. The sets do less damage than everything else, with ZERO logic on why. Since I13, the devs have ignored all questions based on the logic of anything. And it makes sense why. The new system has no logic whatsoever, with everything being based around random whims of the developers.
So ice blast and claws became basically unplayable (at least you'd be a moron for playing them, when all other sets do twice as much damage)....while stalkers got sharks, tanks got fossilize, doms became blasters with weak mezzes, etc.
But hey, at least PvP is perfectly balanced now, right?

i like my dark/ice defender killing psi/em's before a psi/em can kill me.....=P Its quite funny actually when they die from ice blasts. defender version. Could Ice blast use a buff...sure. I've just learned to accept the non logical logic that went into making bib suck. so i replace it with dominate! =P.
