Anyone who's a direct alien, uses alien technology, are bonded with alien life forms, have been in contact with aliens, or who really just think aliens are just plain cool would be able to join.
I think it's a good idea. I've seen all sorts of alien-themed heroes running about, and now we could have a central place to put them.
